    Development of a smart transformer to control the power exchange of a microgrid

    A smart transformer enables to control the power exchange between a microgrid and the utility network by controlling the voltage at the microgrid side within certain limits. The distributed generation units in the microgrid are equipped with a voltage-based droop control strategy. This controller reacts on the voltage change, making the smart transformer an element that controls power exchange without the need for communication to other elements in the microgrid. To build a smart transformer, several concepts are possible. In a smart transformer with continuous turns ratio, hereafter referred to as continuous smart transformer, the transformer's microgrid-side voltage can be controlled without voltage steps and the accuracy of the voltage control can be very high. The voltage control of a smart transformer with discrete turns ratio, hereafter referred to as discrete smart transformer, is less accurate, as the output voltage is regulated between several discrete values. In this paper, the development of a continuous and discrete smart transformer will be elaborated. Their validity will be proven by implementing these smart transformers in an experimental test setup. Also, some concepts to improve the control accuracy will be proposed

    Contribution of a smart transformer in the local primary control of a microgrid

    In order to enable an easy participation of microgrids in the electricity markets, the smart transformer (ST) concept has been developed. The ST controls the power exchange between a microgrid and the utility network by only controlling its microgrid side voltage, instead of the conventional arrangement where new set points are communicated to all microgrid elements. When the voltage-based droop (VBD) control is implemented in the DG units, loads and storage elements, all microgrid units automatically respond to this change of microgrid voltage by altering their power output or consumption. However, this reference value of power exchange is dependent on (day-ahead) predictions of both consumption and (renewable) power generation. Hence, when these predictions prove to be inaccurate, the ST will still control the power exchange, but with consequently large variations of the microgrid voltage from its nominal value. It is suggested to take the real-time microgrid voltage into account when determining the reference power of the ST. This is presented in this paper by extending the ST's control strategy with a VBD control, such that the ST can contribute in the primary control. Simulations are included to analyze this primary control of the ST combined with VBD control of the other microgrid elements

    Influence of NOM concentration on parameter sensitivity of a mechanistic ozone decomposition model

    Aqueous ozone decomposition proceeds through a complex chain mechanism of radical reactions. When natural organic matter (NOM) is present, the system becomes much more complex and often (semi-)empirical modelling approaches are used to describe ozonation of water and wastewater systems. Mechanistic models, however, can be of great value to gain knowledge in the chemical pathways of ozonation and advanced oxidation processes in view of engineering applications. However, the numerous model parameters and model complexity often restrict their applicability. Model simplification is then an option to cure these drawbacks. In this study, sensitivity analyses (SAs) were used to determine the most important elementary reactions from the complex kinetic model. Additionally, SAs were used to understand the reaction mechanism. It was demonstrated that only seven of the twenty-eight first and second order rate constants showed to impact ozone and HO• concentrations. Processes involving HO• scavenging by inorganic carbon were of minor importance. Mass-transfer related parameters kLa and [O3*] were of major importance in all cases. Hence, it is of extreme importance that these parameters are determined with high accuracy. It was shown that the aqueous ozone concentration is extremely sensitive to parameters involving NOM at very low scavenger concentrations implying that impurities should always be considered in models, even in ultrapure water systems. Uncertainty analysis showed that especially the HO• concentration is susceptible to variations in influent composition. The uncertainty regarding this species significantly reduced with increasing levels of scavengers and especially NOM. It was demonstrated that simplification of the elementary radical scheme should be considered. On the other hand, a model extension with regard to reactions involving NOM should be performed in order to improve the applicability of future wastewater ozonation models

    Thermo-mechanical analysis of flexible and stretchable systems

    This paper presents a summary of the modeling and technology developed for flexible and stretchable electronics. The integration of ultra thin dies at package level, with thickness in the range of 20 to 30 μ m, into flexible and/or stretchable materials are demonstrated as well as the design and reliability test of stretchable metal interconnections at board level are analyzed by both experiments and finite element modeling. These technologies can achieve mechanically bendable and stretchable subsystems. The base substrate used for the fabrication of flexible circuits is a uniform polyimide layer, while silicones materials are preferred for the stretchable circuits. The method developed for chip embedding and interconnections is named Ultra Thin Chip Package (UTCP). Extensions of this technology can be achieved by stacking and embedding thin dies in polyimide, providing large benefits in electrical performance and still allowing some mechanical flexibility. These flexible circuits can be converted into stretchable circuits by replacing the relatively rigid polyimide by a soft and elastic silicone material. We have shown through finite element modeling and experimental validation that an appropriate thermo mechanical design is necessary to achieve mechanically reliable circuits and thermally optimized packages

    Embedding and assembly of ultrathin chips in multilayer flex boards

Design/methodology/approach – Methods to embed chips in flex include flip-chip assembly and subsequent lamination, or the construction of a separate ultra-thin chip package (UTCP) using spin-on polyimides and thin-film metallisation technology. Thinning and separation of the chips is done using a “dicing-by-thinning” method. Findings – The feasibility of both chip embedding methods has been demonstrated, as well as that of the chip thinning method. Lamination of four layers of flex with ultrathin chips could be achieved without chip breakage. The UTCP technology results in a 60 mm package where also the 20mm thick chip is bendable. Research limitations/implications – Further development work includes reliability testing, embedding of the UTCP in conventional flex, and construction of functional demonstrators using the developed technologies.     Multidimensional Study on Users’ Evaluation of the KRAKEN Personal Data Sharing Platform

    Background: Recent advances in the design of blockchain-based personal data sharing platforms bring the benefit of empowering users with more control and privacy-preserving measures in sharing data products. However, so far very little is known about users’ intentions to adopt such platforms for providing or consuming data products. Objective: This study aims to investigate users’ main expectations, preferences, and concerns regarding the adoption of blockchain-based personal data sharing platforms in the health and education domains. Methods: Fifteen participants were involved in a multidimensional evaluation of a prototyped release of the KRAKEN blockchain-based data sharing platform and asked to assess it in the health or education pilot domains. Data collected during online group interviews with participants were analyzed by applying the micro interlocutor technique to provide a descriptive overview of participant responses. Results: Participants showed a marginal acceptance of the prototype usability, asking for some improvements of the user experience and for a more transparent presentation of the platform security and privacy preserving capabilities. Participants expressed interest in using the platform as data providers and consumers as well as setting privacy policies for sharing data products with third parties, including the possibility of revoking access to data. Conclusions: Blockchain-based data sharing platforms are more likely to engage target users when technical design is informed by a deeper knowledge of their needs, expectations, and relevant concerns

    The small wind turbine field lab extensive field tests for small wind turbines

    This paper describes the research possibilities at the Small Wind Turbine Field Lab and the involved research groups of Ghent University, covering different aspects of a small wind energy system. In contrast to large and medium-sized wind turbines, small wind turbines are still plagued by relatively high production and purchase costs, and low reliability and energy yield. Furthermore, most of them have not been subjected to a field test program. Power-Link, the energy knowledge platform of Ghent University, has for three years operated a modest field test site for small wind turbines, that drew the attention of a lot of manufacturers of small wind turbines. In response, Ghent University decided to launch the Small Wind Turbine Field Lab (SWT Field Lab), to subject small wind turbines to more extensive field tests. Now not only the energy yield is tested, but also topics such as grid integration, structural strength, noise propagation, generator and drive train design and tower construction are studied.     A critical analysis of disability policy and practice in Flanders : toward differentiated manifestations of interdependency

    Notions of citizenship and disability rights denote abstract, ambiguous, and contested principles, and realizing these ideas entails complexity in practice. This is particularly the case since the welfare state is no longer conceived as the principal provider of welfare services and resources in many European welfare states. In that vein, we critically analyze the underlying principles, rationales, values, and potential implications of the White Paper "Perspective 2020: a new support policy for disabled people" in Flanders (the Dutch speaking part of Belgium). We tease out which understanding of the disabled human subject is promoted by this so-called innovative social policy and excavate how policy makers and a diversity of actors involved in the policy implementation process consider the provision of care and support. Our main argument entails that the welfare state should acknowledge and vindicate differentiated manifestations of interdependency rather than reinforcing a dichotomy that is based on notions of in/dependent human subjects

    Belgian rare diseases plan in clinical pathology : identification of key biochemical diagnostic tests and establishment of reference laboratories and financing conditions

    BackgroundOne objective of the Belgian Rare Diseases plan is to improve patients' management using phenotypic tests and, more specifically, the access to those tests by identifying the biochemical analyses used for rare diseases, developing new financing conditions and establishing reference laboratories.MethodsA feasibility study was performed from May 2015 until August 2016 in order to select the financeable biochemical analyses, and, among them, those that should be performed by reference laboratories. This selection was based on an inventory of analyses used for rare diseases and a survey addressed to the Belgian laboratories of clinical pathology (investigating the annual analytical costs, volumes, turnaround times and the tests unavailable in Belgium and outsourced abroad). A proposal of financeable analyses, financing modalities, reference laboratories' scope and budget estimation was developed and submitted to the Belgian healthcare authorities. After its approval in December 2016, the implementation phase took place from January 2017 until December 2019.ResultsIn 2019, new reimbursement conditions have been published for 46 analyses and eighteen reference laboratories have been recognized. Collaborations have also been developed with 5 foreign laboratories in order to organize the outsourcing and financing of 9 analyses unavailable in Belgium.ConclusionsIn the context of clinical pathology and rare diseases, this initiative enabled to identify unreimbursed analyses and to meet the most crucial financial needs. It also contributed to improve patients' management by establishing Belgian reference laboratories and foreign referral laboratories for highly-specific analyses and a permanent surveillance, quality and financing framework for those tests

    Management of latent Mycobacterium tuberculosis infection:WHO guidelines for low tuberculosis burden countries

    ABSTRACT Latent tuberculosis infection (LTBI) is characterised by the presence of immune responses to previously acquired Mycobacterium tuberculosis infection without clinical evidence of active tuberculosis (TB). Here we report evidence-based guidelines from the World Health Organization for a public health approach to the management of LTBI in high risk individuals in countries with high or middle upper income and TB incidence of <100 per 100000 per year. The guidelines strongly recommend systematic testing and treatment of LTBI in people living with HIV, adult and child contacts of pulmonary TB cases, patients initiating anti-tumour necrosis factor treatment, patients receiving dialysis, patients preparing for organ or haematological transplantation, and patients with silicosis.
